Meet Our Executive Team


 

TAMRA KING
Chief Executive Officer

Tamra King joined Harbor Community Health Centers as chief executive officer in 2012. In that capacity and with extensive experience in workflow communication, she has been directly responsible for several important developments at the center, including the establishment of HarborCHC becoming a federally qualified health center. She also has added new programs and services, expanding the center’s budget to serve more patients and spearheading a project to open a new HarborCHC location in 2024.

Previously, King was an account executive in an agency environment where she managed client relationships and provided a wide range of services that included managing budgets, schedules and workflow communication. Additionally, she gained experience managing and improving cultural and behavioral community outreach for healthcare organizations to enhance clinical and nonclinical retention.

King has a bachelor of arts degree in communications from Gonzaga University in Spokane, Washington, and completed graduate studies at the University of Southern California’s Peter Stark Motion Picture Production Program.

 


CHRISTOPHER C. WALTER
Chief Operating Officer

Christopher Walter has an extensive history of managing large-scale medical facilities and operations. For nearly six years, just prior to his position at Harbor Community Health Centers, he was the deputy administrator for the Veterans’ Home of California in West Los Angeles, a division of the California Department of Veteran Affairs (CALVET). His experience in this capacity encompassed managing all facets of the facility’s daily operations, with a staff of over 550 and budget of $78 million.

A special accomplishment just prior to joining CALVET was Walter’s position as the Vice President of Logistics and Military Liaison for the Los Angeles Special Olympics World Games, where he was responsible for all logistics planning and support operations for the international cultural and sporting event.

A significant part of Walter’s life experience has been his service in the United States Army, where he had 30 years of enlisted and commissioned service as a leader in Infantry and Signal Corps assignments, including service in Iraq and Afghanistan. In his last position, he completed a three-year assignment as a Lieutenant Colonel in the Army National Guard, commanding a 700-man infantry battalion. Concurrently with his military experience for about nine years, Walter was also a system, project and test engineer for Northrup Grumman.

Walter has a bachelor of arts in history from Boston University. He is also a graduate of the U.S. Army Command and General Staff College and many military professional education courses.

 


YESSENIA HENRIQUEZ, CPA
Chief Financial Officer

Ms. Henriquez has more than 22 years of experience in the government and nonprofit sectors. She is a passionate individual who has dedicated her career to working for organizations that support services for underserved communities. She worked in government managing over $700M of grantee’s budget and was appointed as the lead on the largest project funded with a budget of $580M. She continued her career as the Director of Finance for a nonprofit whose mission was to assist underserved students to pursue higher education. She held the CFO position at an FQHC in South Los Angeles where she was responsible for managing the financial aspects of the clinic, she was pivotal in ensuring financial success and positioned the organization for future growth. As CFO for Harbor Community Health Centers, Ms. Henriquez has built internal capacity while ensuring sustainability and growth, she oversees the finances and regulatory compliances; she is a member of the Californian Society of Certified Public Accountants, California Bureau of Real Estate and the Government Finance Officer Association. She serves as board treasurer for Child Lane (nonprofit organization), advisory board member for UC Riverside Extensions- Leading Under Disruptive Times program, and she holds a bacholor of arts degree in accounting from CSULB and is a certified public account.

 


CALEB LUSK, MD
Chief Medical Officer

Dr. Caleb Lusk is a California licensed, board-certified physician at Harbor Community Health Centers who is motivated by a strong desire to provide access to high-quality and affordable healthcare to all.

Dr. Lusk has a particular interest in expanding access to substance use disorder treatment.  He completed an Addiction Medicine Fellowship at the Yale Program in Addiction Medicine and is focused on integrating primary care and substance use treatment into patient-centered medical homes.

Originally from the Midwest, Dr. Lusk received his master of public health and doctor of medicine degrees from Southern Illinois University School of Medicine. He completed his residency training and served as chief resident in the Riverside Community Hospital Family Medicine Residency Program. He also has a master of arts in biology from Washington University in St. Louis, Missouri, and a bachelor of science in molecular and cellular biology from the University of Illinois at Urbana Champaign.

In his spare time, Dr. Lusk enjoys rooting for the L.A. Clippers and L.A. Chargers and enjoys spending time with his dogs Coffee and Espresso.
